Manufactured homes and modular homes, the two primary types of factory-built housing, are built in state-of-the art factory environments and constructed with the same materials as site-built homes.
 Manufactured homes are built in accordance with the Federal Manufactured Housing Construction & Safety Standards Act (HUD Code). This Code – in force since June 1976 – provides preemptive regulation of such housing characteristics as design and construction, strength, durability, fire resistance and energy efficiency. In addition, the HUD Code provides for standardized heating, plumbing, air conditioning, and thermal and electrical systems.
Georgia’s State Fire Marshal contracts with the U. S. Department of Housing & Urban Development (HUD) to ensure the compliance with all aspects of the HUD Code. In addition, the Fire Marshal’s office regulates the installation of each manufactured home. For the prospective homebuyer, the HUD Code provides assurance that each home is built to a strict set of standards wherever it may be purchased.

 Modular homes are also factory-constructed and must comply with the Georgia State Construction Codes. These homes are regulated by the State of Georgia’s Department of Community Affairs under the Industrialized Building Act.
While local governments’ building code programs cover structures that are built piece-by-piece at the construction site, the state’s industrialized building program provides local governments a mechanism whereby local building inspection departments can be assured that quality homes are being installed in their jurisdiction. The manufacturing process for modular homes, while providing homeowners with quality construction, dramatically reduces the cost when compared against site-built construction.
